Czyste Powietrze 2026

New windows, part-funded

Poland's national programme covers between 40 and 100% of eligible thermal modernisation costs — windows and installation included. We select windows that meet the technical requirements and walk you through the paperwork in English.

How much you can get back

The programme works on three levels, and your household income decides which one applies. The percentage tells you how much of the eligible cost comes back to you — the maximum total support for thermal modernisation itself is up to PLN 83 000 at the highest level. Window replacement is one part of that, so the actual amount depends on the scope of work and the window area.

Basic level

40%

of eligible costs

up to PLN 135 000

applicant's annual income

The threshold is based on the annual income of the person applying.

Increased level

70%

of eligible costs

PLN 2 250 / 3 150

monthly income per person

Up to PLN 2 250 per person in a multi-person household, up to PLN 3 150 in a single-person household.

Highest level

100%

of eligible costs

PLN 1 300 / 1 800

monthly income per person

Up to PLN 1 300 per person in a multi-person household, up to PLN 1 800 in a single-person household.

Work out your own figure

Percentages mean little until you apply them to your own windows. Three questions and an indicative figure, based on the per-square-metre caps in force since 20 July 2026.

How many people live in your household?

Everyone living with you counts. The more people, the lower the income per person — and the higher the funding level you qualify for.

Which income bracket applies to you?

Figures are net income. For the two lower brackets your local council issues an income certificate — we will point you to the right office.

What are you replacing?

Give the number of units — we convert it using typical sizes. Know the exact area?

Indicative maximum grant

PLN 0

This is a ceiling, not a promise. The fund pays whichever is lower: the per-square-metre cap above, or 40% of your actual net costs. The scope of work must follow from the energy audit.

    Before you apply, check that:

    • the building permit was issued no later than 31 December 2020
    • you own the property or co-own it
    • windows reach Uw ≤ 0.9 W/(m²·K); doors and garage doors ≤ 1.3
    • only joinery in heated rooms qualifies
    • the energy audit is done before work starts

We will select joinery that meets the programme requirements and prepare a quote ready for the audit. The survey is free.

This calculation is indicative only and does not constitute an offer within the meaning of Article 66 § 1 of the Polish Civil Code. Per-square-metre caps of the „Czyste Powietrze” programme in force since 20 July 2026. Eligibility of costs is decided by the regional fund handling the application.

A second layer of savings: tax relief

Few people mention this, and it is real money. The Czyste Powietrze grant can be combined with Poland's thermal modernisation tax relief — the two mechanisms are independent and complement each other.

    PLN 53 000maximum deduction

The relief lets you deduct thermal modernisation expenses from your taxable base — or from revenue if you pay the lump-sum tax. It is available to owners and co-owners of detached houses who are taxed under the progressive scale, the flat 19% rate, or the registered lump-sum scheme. It has been in force since 1 January 2019.

Aspect Czyste Powietrze grant Thermal modernisation relief
Who the limit belongs to GrantThe limit applies to the building or dwelling with its own land register, regardless of how many co-owners there are. Tax reliefThe limit applies to the taxpayer. Each co-owner may deduct separately, but PLN 53 000 is the total per person across all properties.
Documents GrantVAT invoices, and also personalised receipts issued to the beneficiary. Tax reliefVAT invoices only, issued by businesses that are not VAT-exempt.
Time to spend GrantExpenses may be incurred up to 24 months from submitting the application. Tax reliefThe project must be completed within 3 years from the end of the tax year of the first expense. Any amount not covered by your income can be deducted over the following 6 years.
Who settles it GrantThe Regional Fund for Environmental Protection and Water Management (WFOŚiGW), based on the beneficiary's application. Tax reliefThe taxpayer, in their annual PIT return. The relief is not settled by the national fund.

You cannot deduct what the grant already covered. Only the part of the expense that was not financed from public funds counts — in other words, your own contribution. If you deducted first and the grant arrived later, the refunded amount has to be added back to your income or the return has to be corrected.

Who qualifies and which windows count

Before we talk about models and prices, two things are worth checking: whether the building meets the formal conditions, and whether the windows you have in mind fall within the technical requirements.

    • A detached house — free-standing, semi-detached or terraced, or a separate dwelling with its own land register.
    • Building permit issued by 31 December 2020 — the programme supports modernising existing buildings, not new developments.
    • Ownership or co-ownership — as a rule for three years, though since 20 July 2026 one year is enough in certain cases. Inheritance is an exception.
    • An energy audit before the work and an energy performance certificate afterwards — the audit determines the scope of the window replacement.
    • Three years to complete the work from the first expense.

    Technical requirements for windows

    Facade windows — Uw coefficient ≤ 0.9 W/(m²K)
    Roof windows — Uw coefficient ≤ 1.1 W/(m²K)
    Standard WT 2021
    Products from the list ZUM
    Recommended installation layered

The DRUTEX, FAKRO and VELUX windows we supply have variants meeting these requirements. When quoting, we match a specific model to the parameter named in your audit and hand over the declaration of performance needed to settle the grant.

What changed on 20 July 2026

The Ministry of Climate and Environment introduced a package of changes based on more than 1370 comments submitted during public consultation. Several of them apply directly to window replacement.

    Higher limits for windows

Unit grant limits for insulating building envelopes and replacing windows, external doors and garage doors went up by 10%. The maximum total for thermal modernisation stayed the same.

    Shorter ownership requirement

In defined cases the required period of ownership dropped from three years to one — among others for property acquired by adverse possession, and where the owner obtained at least 50% of the shares from parents or grandparents through purchase, donation or a life estate agreement.

More time when using an advance

The deadline for work covered by pre-financing was extended from 120 to 180 days. That matters for larger window orders, where manufacturing alone takes weeks.

    Simpler settlement

More categories of professionals may now issue the documents confirming completed work, and draft applications can be prepared in the online application generator.

The core rules of the programme stayed unchanged from the reform of 31 March 2025: the mandatory energy audit, the energy performance certificate, the operator system, eligible cost limits, the "one beneficiary — one building" rule, the funding levels and the income criteria.

What you do, and what we do

Paperwork is usually where enthusiasm for new windows runs out — especially if Polish is not your first language. Here is the split: on the left what stays with you, on the right what we take care of.

    You

    VENA DACH

Get in touch and tell us about the building

You tell us what you want to replace and describe the house. We do a first check on whether the programme applies at all.

    Measurement and quote

We come out, measure the openings and prepare a quote split between windows and installation — in a format that can actually be settled.

    Energy audit

The audit is commissioned by the property owner. We will point you to an auditor we work with and pass on the window data.

    Matching windows to the requirements

We select models with parameters consistent with the audit and the ZUM list, and gather the declarations of performance.

    Application to the regional fund

The application is submitted by the beneficiary. We prepare the complete set of contractor-side documents so you are not chasing them yourself.

    Delivery and installation

Removal of the old windows, layered installation, finishing. One invoice and one warranty — covering both the windows and the workmanship.

    Documents for settlement

An invoice in the required format, materials and labour itemised separately, and parameter confirmation for every window type.

Living in a block of flats or a tenement?

Czyste Powietrze covers detached houses and separate dwellings with their own land register, so most flats in multi-family buildings fall outside it. There is a separate programme for them — Ciepłe Mieszkanie — which also covers replacing windows and doors.

Applications are run by individual municipalities, so conditions and deadlines vary by location. The programme is due to run until the end of 2026, so if you are considering a replacement, it is worth checking your municipality's schedule well in advance.

    Frequently asked questions

Window replacement is one element of a thermal modernisation project and has to follow from the energy audit. In practice it is settled as part of a wider scope of work rather than as a standalone investment. That is why the audit always comes first — it shows what will genuinely reduce your building's energy demand.

Yes. Eligible costs include removing the old windows, the new windows themselves, installation and installation materials. The programme recommends layered installation, known in Poland as "warm installation" — it removes the thermal bridges around the frame that leak heat even with an excellent window.

What counts is the Uw heat transfer coefficient of the whole window, not just the glazing. For facade windows it may not exceed 0.9 W/(m²K), for roof windows 1.1 W/(m²K). The proof is the manufacturer's declaration of performance, which we hand over with the invoice. Products also have to appear on the ZUM list.

The energy audit and the fund's assessment of the application take the most time. The programme allows three years from the first expense for the work itself, so there is no rush on the construction side. Applying early is worth it though — the budget is finite and the rules do get revised.

Yes — they are two independent mechanisms that complement each other. Bear in mind that the relief only covers the part of the expense the grant did not, and that the deduction requires a VAT invoice from a business that is not VAT-exempt. Our invoice can be used for both settlements.

The application is submitted by the property owner — they are the beneficiary and only they can sign the funding agreement. Our part is everything to do with the windows: selecting them against the audit parameters, the full set of technical documents, the quote and an invoice in the format required for settlement, plus contact with the auditor. We will also point out where our figures go in the form.

Let's check whether the programme covers your house

Tell us when the building was completed and what you want to replace — we will make a first assessment, and at the measurement stage prepare a quote ready for settlement. Free of charge, no obligation.

Correct as of August 2026. Programme conditions, income thresholds and funding limits are revised while the programme runs — the information on this page is indicative and does not constitute financial advice or a binding interpretation of the rules. Current terms, forms and application windows are published at czystepowietrze.gov.pl and on the website of the relevant Regional Fund for Environmental Protection and Water Management. Eligibility of costs in an individual case is decided by the fund assessing the application. The programme has a budget of PLN 10 billion from the Modernisation Fund, so the number of grants is limited. Information about the tax relief is indicative and is not tax advice — the relief is settled by the taxpayer in their annual return, and if in doubt it is worth consulting an accountant or the tax office. Official programme documents are published in Polish.
